The SQ is a pass/fail gate and people still fail it. Usually not because their organisation is unfit — because the form asks for something they have but can't locate quickly: an equalities policy from three years ago, an insurance certificate in a slightly different format. This is where contracts are won or lost. The ITT contains the scored questions — service delivery methodology, workforce development plans, safeguarding arrangements, social value commitments, mobilisation timelines, and pricing schedules. Scoring matrices vary: social value can carry 10–30% weighting depending on the commissioner (NHS England's guidance recommends a minimum 10%). Framework evaluation or direct award

Getting onto the framework is not the win. It is the permission to compete for the win. Successful bidders join an approved supplier list, and then mini-competitions are released for specific localities or lots — and the scoring starts again. Some providers land a framework spot and never win a mini-competition because they treat the framework award as the finish line. Dynamic Purchasing Systems (DPS) work similarly but allow new providers to join at any time, which is worth knowing if you've missed the initial window.

Contract award and mobilisation

Award notices must be published within 30 days under the Procurement Act 2023, and the mandatory standstill period (Alcatel period) gives unsuccessful bidders time to challenge. Once past standstill, mobilisation planning begins — TUPE transfers, DBS checks, care planning handovers, commissioner relationship management.
